The contributing flow is not well understood for people to just pickup and contribute.

The following are the key outcomes of this scope of work:

  1. Improve experience for first time contributors.
  2. Provide clear instructors for contributing new or updates to rules.
  3. Provide clear instructors for contributing to documentation only updates.
  4. Unblock contributing to C# code.
