Reintroduce cookie prompting

Since Firefox 44.0, cookie prompting has been removed. It would be great, if cookie prompting were reintroduced.

One developer has been maintaining a Firefox cookie prompt patch here:

— Though he does not know for how long the upstream code will support it going forward.

Addon to restore 'ask me every time' cookie prompt. : firefox (2018-07-30) was solved with a single suggestion, to use uMatrix.
