Repair or retire every dead outbound link found in a full site audit

Checked all 384 external URLs on the built site. Excluding publisher
bot-blocking (403/429 from doi.org, ScienceDirect, Wiley and friends -- those
resolve fine in a browser), 27 were genuinely dead.

Repointed where a live target exists:
  rmdb.stanford.edu/tools/docs/reeffit/ -> ribokit.github.io/REEFFIT/
  rmdb.stanford.edu/mapseeker/          -> ribokit.github.io/MAPseeker/
  helixmc.readthedocs.org/en/latest/    -> helixmc.readthedocs.io/
  daslab.stanford.edu/site_data/pub_pdf/2016_Tian_QRB.pdf -> /assets/pdfs/...
    (the first two were only reachable via RMDB's client-side 404 router and
     the last via this site's own, so all three returned HTTP 404 to crawlers)

Fixed a trailing space baked inside an href (doi.org/10.1002/prot.26602).

Hid the 2015 RNA Redesign announcement -- rnaredesign.stanford.edu no longer
exists, so the item advertised a server nobody can reach. Also dropped that
server's "Server" link from the matching publication entry.

Everything else was third-party link rot from 2014-2021 (conference sites,
press coverage, an expired Zoom registration, a retired CiteSeer record): 13
dead "Read more" buttons removed, 9 inline links unwrapped to plain text.
