Deal with sites that are not yet certified

See #368, the site is still in validation but I guess we want to deal with it as soon as possible.

This should be dealt with as soon as possible as the site won't be able to be certified if the probe is not working

There is a chicken-egg problem here as the topic in the AMS won't be created if the site is not in production and without that, the info cannot be published so it can be consumed by the AppDB.

We need to change the publishing mechanism before this can get fixed, which means providing a replacement for AppDB IS as it won't be further developed
