Using 2.7 in dev mode results in runtime errors on Windows

I think I have a pretty basic setup, in dev mode especially there's nothing that should cause this to happen. The project worked on 2.6 (with a different alias: it used src/... instead of ~/). Running it with the new version results in:

I see the same problem with the official templates (svelte, svelte-typescript and vue).

Using the WSL did not help. Will someone look at this here or should we open an issue?

Same problem - upgrading from 2.6 to 2.7 completely breaks my project.
