Build GitHub Actions workflow for i18n process #13

It's getting clearer what the translation workflow will be!

We need a GH actions run that will:

Generate the English .pot files
Upload those to the translators
Poll at a polite interval until we get the machine-translated .po files back
Commit those files to the branch
Then - and only then - trigger the RTD build
