[BUG] Use powershell script of Ryzenadj instead of command Line!!!

Describe the bug
Using command line doesn't apply the values to UTUX and also ryzenadj, but the included powershell script of ryzenadj works. SO, instead of using commands, using powershell script is best.

Also, it doesnt bug out STAPM Power limits using powershell script instead of command line.
