Add support for output to RAP grid

Code exists currently in what was copied from WPS to interpolate to the modified rotated lat-lon grid type of RAP (non-staggered e-grid) but it's not presently supported. This should be added to enable direct comparisons of MPAS forecasts against RAP data and any future North American domains.
