Highlight prevents click action on annotation

I was reading a text today as a logged-in user where I had highlighted text. Within the highlighted text, there was one Word where another user had added an annotation.

I was unable to click on the annotation link because of the highlight; only when I chose not to view the highlighted text could I click on the annotation.
