Create how-to for System "context managers" #1246

We will soon have three context manager-type features in PowerSystems:

  1. with_units (added in Add with_units_base feature #1232)
  2. Bulk addition of supplemental attributes (adding in Speed up accessors for time series and supplemental attributes InfrastructureSystems.jl#416)
  3. Bulk addition of time series (existing time series bulk addition is not context manager-type, but there is a new interface upcoming per @daniel-thom)

@jd-lara suggests it would be useful to have a single how-to describing this pattern and all of its instantiations.
