Lua Scripting and api?

Hello, i have a question about "Access Lists"
i dislike the login and password htaccess or whatever was there and dont want to use authelia
i found this, and pasting this on additional scripts inside "proxy hosts" appears to work

            access_by_lua_block {
                local random = math.random
                math.randomseed(os.time())
                local chance = random()

                if chance < 0.5 then
                    ngx.status = ngx.HTTP_NOT_FOUND
                    ngx.say("404 Not Found")
                    return ngx.exit(ngx.HTTP_NOT_FOUND)

which is great, because later on i can use flask app to authenticate the way i want, do custom logs and more like IP whitelisting (based on ASN or whatever).

however i dont want to paste my script to EVERY "proxy hosts"
is there a way to bind a script like this to "access lists"? if so, how?

I coulnt find anything in that regard sadly (aside authelia tutorial, which i dont want)

does an api exist, dont need fancy things but enable and disable proxy hosts...
