[Feature]: Time Picker

What feature would you like to add to the ONS Design System?

The DS currently has a date picker however a Time picker would be great. The basic premise is the option to have three input fields, Hour, Minutes and Seconds. The seconds input field could have a boolean toggle if needed or not. I would propose a 24 hour time one to begin with but the consideration for AM/PM instead could be an option.

Why should this new feature be added to the Design System?

This is due to us needing to set a start time for when our action rules will run. (These could be any time of the day but as an example if we want respondents to start filling in a survey from a particular time, one reason for this is to set it within support hours).
This would be used with SRM but also the RAS/RM team. It benefits the users with creating team schedules and providing visibility of what is going out and when.

Supporting material

I have seen that other teams have had to make their own time picker which is not feature rich but it would be great if we could have a pattern that has had accessibility and user research done on it available to us.
