Home button doesn't work on "page not found" page #849

Expected behaviour

Clicking the Author home button should bring the user to the list of questionnaires.

Actual behaviour

Clicking the Author button when on page not found does nothing. Only clicking the link "back to home" works.

Steps to reproduce the behaviour

Go to https://preprod-author.eq.ons.digital/#/q/d90c51b4-1d43-44d0-b6d7-683c34f3394a
Click the Author button in the top left corner (doesnt work)
Click "back to home" (works)
