Generate config on first launch

Right now the config is only initialized when cobblestone is generated, this is to make sure all blocks exist when the config is loaded, otherwise some modded blocks might get removed depending on mod loading order.
If the config file doesn't exist, it should be generated at launch as multiple people have asked me where the f- the config is
