Unable to download pack paper 1.21.3

• I am sure this is a bug and it is not caused by a misconfiguration or by another plugin.
• I've looked for already existing issues on the Issue Tracker and haven't found any.
• I already searched on the plugin wiki to know if a solution is already known.
• I searched the #itemsadder-forum channel on Discord for similar issues.
• I tested that this issue persists on a bare-minimum Server as described in #4187.

What happened?

So after removing all other plugins from my server aside from itemsadder and its 2 dependencies, and the mclogs plugin so i can get my server logs. i am unable to successfully download the default itemsadder texture pack. i have tested this with self hosting the pack and external host and neither are making a difference.

Steps to reproduce the issue

install the plugin on a bare minimum 1.21.3 server, find the default pack for itemsadder on the itemsadder website. upon starting the server and running iazip and all it all works up until the player is trying to download the pack when of which it says unable to download pack. i have tested on both labymod client and vanilla minecraft launcher so i dont believe it to be a client issue.
