delay added doesn't seem to take effect?

When starting the service (cdns start) - I get a bunch of errors with TC failing :
tc failed: qdisc replace dev ifb1 parent 1:512 handle 2512: netem delay 200ms 40ms
RTNETLINK answers: No such file or directory

and while I see my client connection speed being moderated, the latency is unchanged. What can I do to fix this?
