I just noticed that the "update external links gallery" Issue template is available from the Foundations site. Presumably this opens an issue on the Portal site? Not having tried it, I'm just wondering if that will cause confusion for the user: an issue opened on one site results in a PR being created on a separate repo?

One thing to note here is that getting issue templates from the main organization .github repository is a all-or-nothing. There's no way to inherit and add.
