Need backend codes for institutions_index.html

Hey Dan,

I've created the institutions_index.html page and did up the UI view already. Also added a link at the bottom left of the page to link to "Add New School" but is a dummy page. Think if do up this page, current focus would be pulling a list of local schools.

You may notice there is a special dropdown list on top of the standard search function, the dropdown list is kinda like a selection of countries available. So by default it would grab the local country as a selection, but there could also be an addtional option of "All" so that institutions from all over can be linked up.

Hmm.. as for the per-row bar, I think the link can be linked to their university web url or something. Up to you. =)
