Steps to reproduce

Yagudo Flagellant appear to do between 30-40 damage some hits, and 200 damage on others. Not counting crits
Test level used = 60
Mob level = 65

Expected behavior

Should be hitting hard but consistant, with only crits reaching the 200 range
