[SUGGESTION] Allow disabling AutoProxy for specific member for specific account

Allow for disabling autoproxy on pme account only for the specific member; as ProxyFox supports multiple host accounts, it's likely that one of the accounts are intended to be for a member.

pf;m aaaaa ap @account true/false (May be changed to also just bind member to account.)
