Accidentally ran into http://elm-news.com/ which features some kind of adaptable RSS backend.

More custom sources are split out into modules at https://github.com/oakesja/elm-news/tree/caf6ac977adbfcea3893b13cc5af2e6e06ea0c5e/src/News

Apparantly built on https://github.com/sekando/feednami-client, If I am not mistaken. Ironically hosted on storage.googleapis.com. Unfotunately their backend is not open, but they refer to https://github.com/danmactough/node-feedparser in their Readme.
