Project Ideas DeltaCode Python3

Support Python3 in DeltaCode

This Project is upgrading DeltaCode to Python3. Since scancode-toolkit now has python3 support, we need our other utilities to follow suit. The bulk of the work will be upgrading scancode-toolkit to the latest release. Once that is complete, DeltaCode proper can be migrated to python3.

Finally, we will impliment support for various new scancode-toolkit features, like license_expression, package_url and Virtual Codebases.
