Enable an application window and a voting window

One of the pieces of feedback from CoachJ is that it will be easier to manage application reviews if they happen in a specific window. Given that, we want to make an update to the underlying strategy contract and the associated UI, so that pool managers can set:

• An application start and end date
• A voting start and end date
