Make search by county feature more prominent, and clarify #11

Some tester had a very hard time finding this feature, which was important to tasks that required them to locate a specific county.
Also, many users misread the text and thought you could search by country, rather than county, and would type countries into the field. I believe this is partially due to its location under the list of countries.
