central install of intakebuilder

we need a centralized installation of the intakebuilder if we want to persuade users to use this package at the webinar.

Otherwise, the git clone way of doing things works fine. Something to consider

@ceblanton we will plan to use the fms conda env and later down the road, leverage MDTF base conda environments when things get stable. I will keep this issue open as a reminder to update the fms conda env as there have been many updates to the intakebuilder package lately.
But please wait until Monday to do this

@ceblanton sounds like we will use fro-cli environment for anyone looking to skip installation, but suggest they install their own environment following docs if necessary. how accurate is that?
