Ecobee Developer API Keys Can No Longer Be Created

It seems ecobee is no longer allowing developers to create developer accounts and API keys. Following the instructions for setting this up there is a complete blocker on step 1 and thus step 2, it appears.

You can still create apps, and add pins to an ecobee account, so is it possible to make this work without the need of an individual developer account and API key? At first glance at the API docs it seems that just using the PIN authorization should be successful without the need of a user's API key as well (I'm very likely missing something): https://www.ecobee.com/home/developer/api/documentation/v1/auth/pin-api-authorization.shtml
