Presenting one of two options for continued use of the CCI OS Workflow.

Merge existing facet/fbi updater code in this repo for ease of use.
Rewrite Tag and Facet elements like with CEDA FBS (maintain original repos)

Both are dependent on conversations with ESA, especially around STAC for future records.
