Enh: Add support for NifTI type image files

Need to make it easy to scale up cataloging, feature engineering, visualization of 1000s of NifTI image files

Extend Pixels to process NifTI image files stored on UC Volumes (External Volumes can be mounted over S3 or ADLS)

Describe alternatives you've considered
Often users create one off solutions that don't consider governance nor scaling.
