Issue Description

With the update for devfile/registry to use OpenShift 4.16 openshift/release#60441 it makes sense to also update this for the devfile integration tests as well.

Acceptance Criteria

  • Update to Go 1.23
  • Test integration tests on OpenShift 4.16 to ensure compatibility
  • Document and add to the acceptance criteria any additional tasks needed to ensure compatibility
  • Include the testing configs and jobs for OCP 4.16
  • Remove the testing configs and jobs for OCP 4.11
