Gate output stage shows inconsistent BPNS information

Current Behavior

• Gate output stage shows distinct siteName values for one BPNS
• Pool maps distinct requestIdentifiers to the same BPNA

Expected Behavior

• Gate shows consistent and up-to-date information
• Information between Gate output stage and Pool is consistent

Steps To Reproduce

1. Insert multiple tasks into the Gate input stage
2. Reserve tasks from the Orchestrator
3. Post step results for CleanAndSync
   a. distinct siteName values for different tasks
   b. use the same site_bpnReference_referenceValue
   c. has_changes = False
   d. (siteMainIsLegalAddress = True)
   e. (with or without AdditionalAddress)
4. Check the Gate output stage
