However, is there a way I can temporarily disable dependabot from trying to upgrade that dep? Or should I simply add a comment warning reviewers not to?

We can disable the action-gh-release until it's been fixed. https://docs.github.com/en/code-security/dependabot/dependabot-version-updates/configuring-dependabot-version-updates#example-disabling-version-updates-for-some-dependencies
