SDG Bingo seeds with already hinted major items fail to generate #26

See https://github.com/fenhl/OoT-Randomizer/actions/runs/9243565807/job/25427823873 for an example. This is a problem because it not only causes gen failures but also introduces bias leading to items hinted by the bingo hint distro never being on Always-hinted locations.

According to DobbyDigital, this is unintentional.

Technically not specific to this fork but more relevant here because SDG Bingo is a preset that has this bug.
