"The C compiler identification is unknown" when compiling with Android NDK

Hi all, I am using Windows. So all of the tools are from the Visual Studio Installer. When I try to compile with Android NDK, it gives me that. And as a result, it cannot accept the target ARM CPU architecture (armv8.7a).

I actually found the temporary solution. Weirdly, if the visual studio installer is in the state of installation progress (whatever it is installing) - see screenshot. It works.

Although it works, the solution is temporary since resuming the installation will result in it back to error. Based on this information, does anyone know how to fix it? Thank you before :)
