Early 2014 precip missing at MCon #7

There doesn't seem to be any precipitation logged at MCon in 2014 up until the new gauge became operational in mid-late 2014. This should be filled from a nearby site, but probably isn't because the gauge was recording 0.

This was a problem starting after the fire. The problem is PARTIALLY FIXED as not all data from the start of the fire to early 2014 are now set to NaN so that they can be filled by the nearby met gapfillilng script. See:

I'm not closing this yet because this code should be moved to another place.
