Enabling app state in hash parameters: information plugin is not added if it is set as active.

Describe the bug
I suppose this is by design but I mention this in case it is a bug or if you think the behaviour should be changed. If hash parameters are enabled, it doesn´t seem to add the information plugin if this is activated. For example, using the anchor plugin, there is no information plugin set for the p= parameter.

To Reproduce
Activate live update of hash-parameters for the given map.

I just noticed #1294 seems to be related. I´ll read that :D.

Oh, I meant to mean the information plugin, whatever the name for that is ("Om kartan"). Mixed it up with the anchor plugin, sorry.
