Add new GitHub Page for documentation in HTML

Description

All the technical documentation should be moved to a website where user can access to learn more about the library in case they are interested in.

I decided this doc should be in HTML, CSS and JS without libraries making it lightweight, easy to publish, and easy to maintain.

Acceptance criteria

• There is a basic website where users can check for documentation of the project
• It uses HTML, CSS and JS to make it easy to deploy and publish
• It is under a folder /docs
• It is settled a GitHub CI/CD to publish it on GitHub Pages
