Document possible exceptions in api methods

It is not clear from the documentation which method might throw and what exception.
For example, Iota.traverse_bundle might throw a BadApiResponse if bundle transactions are not visible, but it is not shown in the docs.

Add a section about PyOTA exceptions too.
