Release sriov-network-device-plugin v3.4.0

There are few fixes since the last release. It would be good to make a new release to use it in SR-IOV Network Operator

We need to compile a wish-list for this release.

I suggest to have the following addressed before release:

• fix issue Fail to detect Mellanox VFs in switchdev mode using pfName nicSelector #383
• Exclusive pooling #384
• Support for acquiring DDP profile using devlink #387 (if we can get it merged in a reasonable timeframe)
