Missed some code in handler.

Deployed code does not populate region fields.
Testing in staging. Need to check whether etl code populates the fields, too.

Beta release with region fields

Existing deployment does not handle the subdivision 1 fields, which are critical for viz. This includes updates to include those fields, but we need to see if they carry over into the etl annotation.

Add more cpu, lower target utilization

Sandbox has been running fine, but staging has not been working well with 1 cpu.
Returning to 2 cpus, and also lowering the target cpu utilization.
