Django 1.3 compatibility? #3

There is no mention of Django version required, however I've found that there is an issue running it with Django 1.3 as the tests use django.test.utils.override_settings, which only appeared in Django 1.4: https://docs.djangoproject.com/en/1.4/topics/testing/#overriding-settings

Indeed, it should not require Django 1.4, @override_settings could be avoided.

We should pin the required version in setup.py. Feel free to open a PR :)
