Cache import resolution to be executed when exiting dumb mode

Currently, types which involve imports are executed during dumb mode. Because file detection cannot complete in dumb mode, they resolve to null, and then only fully resolve when the user updates the IDE (like enters a key, clicks a button, etc.). These should be cached somewhere and resolved when exiting dumb mode.
