Steps to reproduce

I'm not actually sure if this is a "bug" or just a natural consequence of how Windows works, but a notable caveat to running PowerToys with elevated permissions I've noticed is any processes I open through Keyboard Manager shortcuts (such as Windows Terminal) also run as admin. Is this "intended" behaviour?

✔️ Expected Behavior

Opening process marked not to run as admin through keyboard manager should open the process not as admin.

❌ Actual Behavior

Processes open with elevated permissions regardless of settings if PowerToys is running as admin.
