Flag invalid engine version in package.json schema of extensions #237473

Right now extensions can put

"engines": {
    "vscode": "*"
  }

This is invalid per our docs https://code.visualstudio.com/api/references/extension-manifest

Can we flag this as a lint warning / error via JSON schema?
