More flexible resource embedding

Everywhere we can currently embed a resource, we should be able to present it as just a resource URI (versus copying in the contents) or the full embedded resource.

Additionally, the distinction between "text," "image," and "resource" is confusing, and we should allow resource embedded-ness to just be a facet of those other types.
