With both enabled on the repository its not clear for me as a contributor to know which I should create. The contributing guidelines also do not indicate when to use one or the other.

We can clarify this. If in doubt, start a discussion and we can always migrate this over to an issue if we find this to be an actual issue. In my mind, issues are for actionable requests that will require code changes, while discussions are for anything else or where its not fully clear that this needs fixing.

We can be more clear about this.

That being said, I would prefer if we move that discussion to discussions
