As GSMA API 4.0 requires and Globalplatform specifies, the NFC transaction 
events should be guarded by the rules from GPAC ARA in UICC.  Needless to say, 
the GPAC enforcer seems to be the perfect candidate to export an API for the 
other components such like NFC service to check the access control rules.

I'm proposing to separate the Smartcard service into two services (Smartcard 
service and GPAC Enforcer service).  Please see the attached pic.

Can you please let know how to find out if NFC_transaction events and NFC Field 
RF on/off used GPAC rules or nfcee_access.xml for validation??
Any help would be appreciated please.
