Not a fix and a bit of a hassle but found a workaround by using the VirtualHere usb over ip software. It allows one device to be connected on free version.

Nice! VirtualHere works great for an external ssd, but i cant get an IPad working. Did you manage to get iPhone/iPad working?

I shifted to using Linux instead. Too many headaches with WSL.
And if I remember correctly, VirtualHere won't work if you plug in your iPhone or iPad in a PC running windows. Apple disables development features on the device as soon as the connection is detected. Though, if you have an old Mac lying around, you can install VirtualHere there and just use it once to register the phone with the VM through that Mac using the USB connection. Later you can access it wireless if networking is setup correctly. But, that's another pain entirely and not worth the time IMO.
