Move Docx logic from masonry into fedramp-templater

The docx logic has been taken out of masonry and will not be in the next release of it.

The logic can be found here: https://github.com/opencontrol/compliance-masonry/tree/v1.1.2/commands/docs/docx

We need to move it here so that the next time we update the compliance-masonry dependency, it won't break because it's missing now.

Also, it allows us to have better control over the rendering because in v1.1.2 of masonry, part of the rendering of the templater is in masonry which is bad.
