Add a more improved smoother screen record tool

Currently there's our Ctrl + Alt + Shift + R to start a cinnamon screen recorder, but it would be nice to have something that can be fine tuned for better FPS, since the current one's a bit choppy-laggy.

A good place to add this would be the screenshot tool, so it would work just like Plasma's spectacle, when we press down the print screen an option comes up, and asks whether we want a screenshot or a screen capture, and in that menu also some options to tell the fps, rectangular selection, etc-etc stuff like that would be nice QoL improvements
