Update Compose version in Portainer?

Is your feature request related to a problem? Please describe

Compose 2.30.0 introduced in late October came with some very handy lifecycle hooks, post_start and pre_stop. It doesn't appear these are working in the latest Portainer CE so I guess the Compose is older than 2.30.0 in the current release.

I'd like to see Portainer CE include Compose 2.30.0 or later.

Describe alternatives you've considered

No good alternatives to these hooks.

Version 2.25.0 updated Compose to 2.31.0 so this is now resolved.
